btc-e changed 50 confirms to 10 confirms a while ago

Is it possible to change the way difficulty adjusts like you proposed without making a fork? You can ride this difficulty out, and if people knew that this kind of massive difficulty changes wont happen again maybe more miners would jump onboard. I can donate 4.5 khash/s but this fork bussiness is making me spectical.
